To help ensure that certain and significant distribution and substation construction projects are planned, designed and constructed in order to meet the needs of the Cooperative's existing and prospective members, while being completed within the established cost and time constraints, and meeting operational efficiency goals.

To be the lead person on assigned construction projects, including all coordination with existing and prospective members, consulting engineers, construction contractors, county and municipal authorities, federal and state agencies, and appropriate Cooperative personnel, to help ensure effective communications.

To coordinate closely with the Distribution Design and System Engineering sections, and the Manager of Construction and Maintenance, so that assigned construction projects are completed as needed to meet the demands of system growth and the Cooperative's system reliability goals.

To work closely with the Contracts and Work Orders section to establish the contracts needed for overhead and underground distribution construction and substation construction, so that the appropriate resources can be acquired in the time needed and within budget limitations.

To serve as a primary contact for certain developers, commercial or industrial consumers, city and county staff, the US Forestry Service, the SCDOT, railway companies, other utilities, etc., to help ensure their needs or requirements are met and the lines of communications remain open at all times.


EDUCATION:Bachelor of Science Degree in Civil Engineering or Civil and Environmental Engineering from an EAC/ABET-accredited program. is required. Successful completion of the Fundamentals in Engineering (FE) Exam is preferred. Industry training in the design of overhead and underground electrical distribution lines and/or substations, as per Rural Utilities Service (RUS) specifications and the National Electric Safety Code (NESC) is preferred.

EXPERIENCE:A minimum of two (2) years of experience in design and/or project management related to civil engineering, environmental compliance and/or construction. Experience with these as they relate to overhead and underground electrical distribution systems and substations is preferred. Some practical experience dealing with members or customers, developers, county officials, city officials, state agencies, federal agencies, consulting firms, and other utilities to gain acceptance and approval of projects is required. Supervisory experience is preferred to demonstrate leadership potential. Position will require an additional three (3) years' experience to become proficient.


KNOWLEDGE:Must be knowledgeable of the RUS Uniform System of Accounts and specifications for overhead and underground distribution line, and substation, construction and materials. Must be familiar with the NESC, Occupational Safety and Health Administration (OSHA) requirements, SCDOT requirements, state codes and local codes as applicable to this position. Must obtain an effective working knowledge of the Cooperative's electrical distribution system and service area. Must have a thorough knowledge of the various types of equipment and materials needed to construct the Cooperative's electrical facilities. Must be knowledgeable of all the phases and types of construction involved in residential, commercial and industrial developments or sites, and the various infrastructure and utilities that are co-located with the Cooperative's facilities. Must obtain a thorough knowledge of Cooperative policies, procedures, rates and service rules and regulations.


CONDITIONS:Inside and outside in various weather conditions. Regular hours with some overtime required. Some travel outside of system area might be necessary for periods of up to one week. Subject to irregular hours, in adverse weather conditions, during emergencies.
